We rely on very expensive server which can cost $500k alone exclude other things. Just a single server mind you. P2P Hybrid Dedicated Servers are the future of low cost server hosting. Very little Server CPU intensive resources are needed and can host multiple clients without crashing.

My router can detect and show which servers I'm connecting to in Call of Duty, and as of 7 July, both, UAE & Singapore, servers for Black Ops 4 are offline. Yeah, when the game gets old, they usually do that with servers from less populated regions. Don't know about BO4, but in Brazil they deactivated the servers for Black Ops 3 a while ago.
